Covid19: Limitation of movement in the period between October 30th and November 3rd

Resolution of the Council of Ministers no. 89-A / 2020 was published, which determines the limitation of movement between different municipalities of the continental territory in the period between 00:00 on October 30th and 06:00 on November 3rd. This rule does not prevent circulation between the portions of the municipalities where there is a territorial discontinuity.

In this sense, it is only allowed to travel outside the municipalities in very specific cases:

  • Health professionals and other workers of health and social support institutions, as well as teaching and non-teaching staff in schools;
  • Civil protection agents, security forces and services, military, militarized and civilian personnel of the Armed Forces and inspectors of the Food and Economic Security Authority;
  • To the holders of political offices, magistrates and directors of the social partners and political parties represented in the Assembly of the Republic;
  • To worship ministers, through accreditation by competent bodies of the respective church or religious community, under the terms of paragraph 2 of article 15 of Law no. 16/2001, of 22 June, in its current wording;
  • Support staff of sovereign bodies and parties with parliamentary representation, provided that the respective professional relationship is proven through a worker card or other suitable document;
  • Travel for the purpose of professional or similar activities, provided that:
    • a declaration, under honor, is made if the movement takes place between municipalities bordering the usual residence or in the same Metropolitan Area; or
    • provide a declaration from the employer if the travel is not limited to the areas defined in the previous sub-paragraph.
  • Travel by minors and their companions to school establishments, day care centers and leisure activities, as well as travel by students to higher education institutions or other school establishments;
  • Travel by users and their companions to Occupational Activity Centers and Day Centers;
  • Travel to attend training and tests and examinations, as well as inspections;
  • Travel to participate in procedural acts with the judicial entities or in acts within the competence of notaries, lawyers, solicitors, conservators and registry officers, as well as for assistance in public services, provided that they have proof of the respective appointment;
  • Travel required to leave mainland Portugal;
  • Travel by non-resident citizens to places of proven residence;
  • Travel to attend cultural shows, if travel takes place between municipalities bordering the usual residence or in the same Metropolitan Area and provided that they have the respective ticket;
  • Return to habitual residence.

The above applies, with appropriate adaptations, to the movement of non-resident citizens in mainland Portugal.
