Covid19: Government Measures Labour Update

The Council of Ministers approved the resolution renewing the calamity situation throughout the Portuguese mainland from 00.00 am on November 4th, 2020 to 11.59 pm on  November 15th, 2020 and, in view of the epidemiological situation in Portugal, extending to other municipalities the special measures that had been established for the municipalities of Felgueiras, Lousada and Paços de Ferreira, with some additional changes.

1.Retail and service establishments, as well as those located in shopping centers

All retail and service establishments, as well as those located in shopping centres, close until 10 pm. Note: the president of the territorially competent city council may set a mandatory closing time below the maximum limit established above, subject to a favourable opinion from the local health authority and security forces.

2. Restaurants

  • All restaurants are closed until 10.30 p.m.
  • Limit of six persons in each group in restaurants unless they belong to the same household.

Teleworking and Work Organisation

  • Obligation to adopt the telework regime, regardless of the employment relationship, whenever the functions in question allow it, unless the employee has an impediment.
  • ØExceptional and transitional labour reorganisation regime (foreseen in DL no. 79-A/2020) is applicable to companies with workplaces with 50 or more employees, in the territorial areas of the municipalities identified in Annex I herewith attached (currently this regime was only applicable to the Lisbon and Oporto metropolitan areas).

4. Events The holding of celebrations and other events involving a crowd of more than five people is prohibited, unless they belong to the same household, and the holding of uprising fairs and markets is prohibited. Religious ceremonies and shows are permitted in accordance with the rules of the health authorities (DGS).
